Violent Non-State Actors and the Pandemic

“The COVID-19 pandemic has unleashed unprecedented global turmoil that will in many ways magnify the challenges posed by violent non-state actors (VNSAs) and heighten uncertainties about the threat landscape to come. We are already witnessing global recession, an extended moratorium on international travel, increasing isolationism, domestic unrest, and state military apparatuses being called upon to combat the pandemic while suffering its effects. From the perspective of many VNSAs, these developments present opportunities for advancing and achieving their goals. Practitioners and policymakers must be able to anticipate and navigate the impact of the pandemic on the national-security environment, taking into account VNSAs’ adaptations to, and exploitations of, our new realities. Our panelists discussed VNSAs and their adaptations to the pandemic in an exciting virtual webinar held on Monday, June 15, 2020.
