Meet Our Leadership Team

Al Batschelet co-founded Horizon Strategies, LLC in September, 2016 with his long-time military colleague and friend, William Harmon. He currently serves as the company’s CEO, managing robust business development and operations across government, corporate, and defense sectors.

William T. Harmon

President and Co-founder of Horizon Strategies

As the President and Co-founder of Horizon Strategies, Bill is responsible for the development of business strategy, marketing, and operations. He manages the extensive network of experts Horizon Strategies provides for advisory, consulting and planning services.

John manages current operations for Horizon Strategies, including leadership of day-to-day corporate and business activities, company operations processes and procedures, and the integration of business and functional unit project management.

Edward W. Bligh

VP for Business Development

Ed manages business development activities for Horizon Strategies, including the oversight of identifying, capturing and pursuing opportunities that are designed to encourage future organizational growth.

David A. Crabb

Director of Human Resources

David leads the Human Resources Division. He manages compliance, recruiting, employee relations, training, performance management, and comp/benefits. His responsibilities include implementing long-range strategic HR goals and policy development.

Leigh F. Friedel

Director of Business Development

Leigh develops plans and manages tracking of business opportunities for Horizon Strategies including identification, teaming with partners, development, and capture.

Jean Zhao

Director of Accounting

Jean leads the Accounting Department. She manages day-to-day accounting activities, forecasting, financial analysis, and auditing compliance. Her responsibilities include identifying, developing, implementing long-range strategic accounting goals and policy development and enforcement.
